RELATING TO CORRECTIONS.

Requires adult women charged with or convicted of crimes and juvenile females adjudicated for offenses that would be crimes if committed by an adult or who are adjudicated delinquents, to be provided a range and quality of programming substantially equivalent to the range and quality offered to males; annual report to legislature. Requires the department of public safety to develop and implement gender-responsive community-based programs for women offenders. Requires the office of youth services to develop and implement gender-responsive community-based programs for female adjudicated youths. Appropriates money.

RELATING TO NORTH KOHALA.

Preserves a cluster of historical sites in North Kohala on the island of Hawaii by authorizing the department of land and natural resources to condemn the land adjacent to the Kohala Historical Sites State Monument. Allows the Mo`okini Luakini Corporation to protect and care for the Mo`okini Heiau.

RELATING TO EDUCATION.

Transfers funds from the DOE to the UOH to allow the university to provide administrative, professional, and technical services through the Hawaiian language to new century charter schools participating in the laboratory school program of the college of Hawaiian language.

RELATING TO THE APPROPRIATION FOR STATE EMPLOYEE BENEFIT PROGRAMS.

Provides continued funding for the state's workers' compensation program for fiscal year 2001-2002.

RELATING TO TEMPORARY HEALTH INSURANCE FOR UNEMPLOYED PERSONS.

Clarifies Act 6, Third Special Session Laws of Hawaii 2001, regarding reimbursement of payments. Specifically provides that the expenditure of money appropriated shall be for the period beginning after September 11, 2001 and ending on June 30, 2002 or when the money runs out, whichever is sooner.

RELATING TO EDUCATION.

Allows the board of regents of the UOH to operate new century charter schools that use the Hawaiian language as their primary medium of education in order to establish the basis for a laboratory school program in the college of Hawaiian language.
