RELATING TO REVENUE BONDS.

Authorizes a corporation established by a county as a public body corporate and politic and instrumentality and agency of the county for the purpose of owning or operating facilities for the furnishing of electricity, or any board of a county that owns or operates facilities for the same, to issue revenue bonds.

Exempts contracts by government bodies from the procurement code to procure goods, services, or construction for the operation of an electric utility owned or operated by any county with a population under 100,000.

RELATING TO ELECTRIC VEHICLES.

Extends the effective term of Act 290, SLH 1997, for an additional three years until 6/30/05 to encourage the use of electric vehicles by exempting them from various requirements applicable to conventional, internal combustion engine-powered vehicles.

RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Authorizes the Director to extend revocable permits for concessions for an additional period not to exceed one year if extensions are necessary in light of a natural disaster, or the continuation of an adverse economic condition which would adversely affect the State's ability to solicit and obtain favorable bid proposals.
