requesting the issuance of fireworks permits valid for one year.
WHEREAS, the use of fireworks, particularly firecrackers, during cultural celebrations and other events is a well established practice that is rooted in the traditions of Hawaii residents; and
WHEREAS, many cultural organizations, groups, and societies conduct several ceremonies, celebrations, and other events throughout the year in which the utilization of non-aerial fireworks, including firecrackers, is integral to their traditions; and
WHEREAS, current law requires that a permit be obtained to purchase not more than 5,000 non-aerial fireworks; and
WHEREAS, it is a severe inconvenience for cultural organizations, groups, and societies to obtain a permit for each purchase of 5,000 non-aerial fireworks especially when the organization conducts fireworks related celebrations and events numerous times throughout the year; and
WHEREAS, the Legislature finds that certain accommodations, can be made to address the specific needs of Hawaii's cultural organizations without compromising the fireworks regulatory scheme established by law; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, that the counties of Honolulu, Maui, Kauai, and Hawaii are requested to consider the establishment of a non-aerial fireworks permitting process that allows cultural organizations, groups, and societies to obtain one permit to purchase non-aerial fireworks for all celebrations and events specified within a one-year time frame; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayors of the Counties of Honolulu, Maui, Kauai, and Hawaii.
