SENATE RESOLUTION

 

REQUESTING THE DEPARTMENT OF AGRICULTURE TO COORDINATE AGRICULTURE INSPECTION CREW SCHEDULES WITH AIRLINE SCHEDULES AT STATE AIRPORTS TO PROVIDE AGRICULTURAL INSPECTIONS IN A TIMELY MANNER.

 

 

WHEREAS, since September 11, 2001, the time required for the airline check-in process has been lengthened to accommodate the thorough inspection of passengers and baggage; and

WHEREAS, for many flights, including domestic flights, part of that process includes a baggage inspection conducted by the Department of Agriculture's State Airport Agriculture Division; and

WHEREAS, the Division's policy is to provide an agriculture inspection crew at least two and one-half to three hours prior to an airline's flight departure; and

WHEREAS, despite this policy, agriculture inspection crews have not been available for some flights, causing unneeded stress and aggravation to worried passengers who are diligently following airline guidelines to arrive at the airport three hours before departure; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the Department of Agriculture is requested to coordinate their inspection crew schedules at state airports with airline schedules to provide inspection services in a timely manner; and

BE IT FURTHER RESOLVED that the Department of Agriculture is requested to report to the Legislature twenty days prior to the convening of the Regular Session of 2003 on the progress it has made in providing timely inspection services; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Agriculture, the Division Chief of the State Airport Agriculture Division, the Airport Administrator of the Department of Transportation, the Chairperson of the Airline Committee of Hawaii, and the Pacific Representative of the Federal Aviation Administration.
