SENATE RESOLUTION

 

requesting a review of speed limits on public roads and streets under the jurisdiction of the city and county of honolulu.

 

WHEREAS, the controversial effort to enforce highway speed limits with hidden cameras has raised the issue of current speed limits as a means to expedite rather than to impede the flow of traffic; and

WHEREAS, over the years, there have been repeated proposals to lessen the congestion on Oahu's roads, including expanded bus service, rapid rail transit, ferries, staggered work and school hours; and

WHEREAS, the most immediate way to reduce crowding on the roads, however, would be to move more vehicles past a given point in less time; and

WHEREAS, the Department of Transportation has indicated that a review of speed limits on state highways may be considered as part of the response to the ongoing controversy related to the traffic enforcement cameras; and

WHEREAS, while the City and County of Honolulu has declined to participate in the current traffic enforcement camera program, any changes to the program could impact county roads and streets; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, that the City and County of Honolulu is requested to review the speed limits on public roads and streets under county jurisdiction; and

BE IT FURTHER RESOLVED that the review shall include those county roads and streets determined by the Department of Transportation Services to be major transportation arteries or otherwise significant in the smooth movement of traffic; and

BE IT FURTHER RESOLVED that the City and County of Honolulu shall report to the Legislature on its review and any recommendations for increased speed limits ten days prior to the ending of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor and the Director of Transportation Services of the City and County of Honolulu.
