RESOLUTION
requesting the auditor to conduct an audit of the university of Hawaii foundation.
WHEREAS, the University of Hawaii Foundation was established in 1955 to encourage private support to the University of Hawaii; and
WHEREAS, although, the University of Hawaii Foundation is a private, nonprofit corporation, legally separate from the University of Hawaii, it works in close partnership with the University of Hawaii System; and
WHEREAS, the University of Hawaii Foundation may have access to many of the University of Hawaii resources, including its phone systems and internet services, which are funded by the State; and
WHEREAS, contributors to the University of Hawaii, including University Alumni, assume that donations to the University of Hawaii Foundation are going towards the University of Hawaii, including student aid and scholarships; and
WHEREAS, under Chapter 23, Hawaii Revised Statutes, departments, offices, and agencies include entities supported in whole or in part by state funds; and
WHEREAS, under section 23-1, Hawaii Revised Statutes, the Auditor may conduct audits of departments, offices and agencies; and
WHEREAS, the Legislature finds that the University of Hawaii Foundation through its connections and use of University of Hawaii resources, is an entity supported in part by state funds; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the Auditor is requested to conduct an audit of the University of Hawaii Foundation, including:
(1) How moneys are being used;
(2) Whether funds are being diverted for other private uses; and
(3) Other issues related to the solicitation and expenditure of funds;
and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii Foundation, the President and the Chairperson of the Board of Regents of the University of Hawaii, and the Auditor.
