SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE AUDITOR TO CONDUCT A FINANCIAL AND MANAGEMENT AUDIT OF THE DEPARTMENT OF HEALTH'S EMERGENCY MEDICAL SERVICES SYSTEMS BRANCH.

 

 

WHEREAS, the Emergency Medical Services Systems Branch (Branch) of the Department of Health administers and oversees the ambulance services for the State; and

WHEREAS, employees of the Branch and others in the emergency medical services community allege numerous incidents of favoritism, mismanagement, and inappropriate behavior within the Branch; and

WHEREAS, the misappropriation of funds also extends to unaccounted for funds designated for a new ambulance that was never purchased; and

WHEREAS, the Branch is also accused of not enforcing violations of emergency medical services contracts executed with the City and County of Honolulu; and

WHEREAS, the Branch is also alleged to have made questionable payments to contract providers, failed to properly comply with state procurement procedures, and participated in possible occurrences of Medicare fraud; and

WHEREAS, past investigations by the Department of Health to address these allegations have been delegated to the very persons against whom the allegations were made; and

WHEREAS, a local television station reported on these and other allegations made against the Branch, but still no corrective measures have been taken by the Branch or the Department of Health; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the Auditor is requested to conduct a financial and management audit of the Department of Health's Emergency Medical Services Systems Branch and related programs; and

BE IT FURTHER RESOLVED that the Auditor is requested to report any findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2003; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Director of Health, and the Chief of the Emergency Medical Services Systems Branch.
