RESOLUTION
requesting the issuance of fireworks permits valid for one year.
WHEREAS, the use of fireworks, particularly firecrackers, during cultural celebrations and other events is a well established practice that is rooted in the traditions of Hawaii residents; and
WHEREAS, many cultural organizations, groups, and societies conduct several ceremonies, celebrations, and other events throughout the year in which the utilization of non-aerial fireworks, including firecrackers, is integral to their traditions; and
WHEREAS, current law requires that a permit be obtained to purchase not more than 5,000 non-aerial fireworks; and
WHEREAS, it is a severe inconvenience for cultural organizations, groups, and societies to obtain a permit for each purchase of 5,000 non-aerial fireworks especially when the organization conducts fireworks related celebrations and events numerous times throughout the year; and
WHEREAS, the Legislature finds that certain accommodations, can be made to address the specific needs of Hawaii's cultural organizations without compromising the fireworks regulatory scheme established by law; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the counties of Honolulu, Maui, Kauai, and Hawaii are requested to consider the establishment of a non-aerial fireworks permitting process that allows cultural organizations, groups, and societies to obtain one permit to purchase non-aerial fireworks for all celebrations and events specified within a one-year time frame; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayors of the Counties of Honolulu, Maui, Kauai, and Hawaii.
