SENATE CONCURRENT

RESOLUTION

 

URGING THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO AUCTION THE STATE'S SURPLUS FURNITURE TO NONPROFIT ENTITIES.

 

WHEREAS, the Department of Accounting and General Services (DAGS), is charged by statute under section 26-6(e), Hawaii Revised Statute, with the responsibility to manage the State's surplus property; and

WHEREAS, all of the State office buildings have furniture which are periodically replaced due to replacement with new furniture or obsolescence; and

WHEREAS, the State stores the surplus furniture in warehouses for which the State pays rent; and

WHEREAS, the surplus furniture is of no benefit to anyone while it is warehoused; and

WHEREAS, the warehousing of surplus furniture is supposedly for future possible use by the State, which seldom happens because the State has tended to use modular furniture in the past few years; and

WHEREAS, nonprofit organizations in Hawaii are struggling to survive in the current economic downturn, and have office expenses like a for-profit company; and

WHEREAS, a big expense for nonprofits is office furniture, which most nonprofits are not particularly selective about and would settle for used furniture; and

WHEREAS, nonprofits would gladly purchase state surplus furniture if given the opportunity; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the House of Representatives concurring, that the DAGS is requested to auction the State's surplus property to nonprofit organizations; and

BE IT FURTHER RESOLVED that the Comptroller report to the Legislature not later than twenty days before the convening of the Regular Session of 2003 with an inventory of all state surplus furniture, and a progress report concerning efforts to auction the furniture to nonprofits; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Comptroller.
