A BILL FOR AN ACT

 

relating to the office of grant writing.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the federal government provides grants to states to fund various health and human service programs. Examples of federal grants are the community services block grant from the Department of Health and Human Services, the energy conservation grant for low-income families from the Department of Energy, and the rural business enterprise grant of the Department of Agriculture. The legislature further finds that the State should have an office for grant writing in order to secure these federal funds.

The purpose of this Act is to establish an office of grant writing within the department of budget and finance.

SECTION 2. The Hawaii Revised Statutes is amended by adding a new section to be appropriately designated and to read as follows:

"§   -    Office of grant writing. (a) There is established an office of grant writing within the department of budget and finance for the purpose of securing federal grant moneys that may be available under federa1 programs. The office of grant writing shall be responsible for writing applications for federal grant moneys on behalf of state agencies and shall advise state agencies on administering those grants.

(b) The governor, with concurrence of an advisory council, shall appoint, without regard to chapter 76, an administrator to head the office of grant writing. The director of finance shall fix the administrator's compensation; provided that the director shall consult with the department of human resources development and shall follow as closely as possible the recommendations of the department. The administrator may employ, without regard to chapter 76, professional and administrative support staff as may be necessary for the performance of the functions of the grant writing office. The administrator and the administrator's full-time staff shall be entitled to participate in any employee benefit plan generally applicable to officers and employees of the State.

(c) The advisory council shall include representatives from the Hawaii Community Foundation, Aloha United Way, Alliance for Health and Human Services, Weinberg Fellows Program, and one member from the state senate and one member from the house of representatives."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
