A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A-    Innovative schools commission. (a) There is established the innovative schools commission, administratively attached to the department of education, which shall develop and recommend to the board of education educational policy relating to new century charter schools, other innovative schools, and alternative learning programs.

(b) The innovative schools commission shall:

(1) Monitor educational accountability and performance;

(2) Develop and foster community partnerships to improve and enhance the public education system; and

(3) Facilitate identification and acquisition of grants, subsidies, and other resources.

(c) The governor shall appoint the nine members of the innovative schools commission pursuant to section 26-34 from a list presented to the governor by each local school board of new century charter schools, other innovative schools, and alternative learning programs; provided that each local school board of new century charter schools, other innovative schools, and alternative learning programs shall submit no more than one name each.

If no student or member of the department is on the lists submitted, then the governor shall appoint a student and a department representative, not subject to section 26-34."

SECTION 2. The innovative schools commissions shall submit to the legislature no later than twenty days prior to the opening of the regular session of 2003 a report recommending how best to facilitate the operations of innovative schools with regards to management, fiscal matters, planning, and all other technical assistance and related school support services needed to ensure the continuation and ongoing success of innovative schools, new century charter schools, and alternative learning programs.

SECTION 3. The initial appointments of members to the innovative schools commission, established in section 1 of this Act, shall be submitted to the senate no later than January 15, 2003.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect on July 1, 2020.
