A BILL FOR AN ACT
RELATING TO CAPITaL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SIXTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I.
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $25,540,000, or so much thereof as may be necessary, for fiscal year 2002-2003 for the following projects:
1. New Kihei High School, Maui $6,000,000
Site selection, planning, and design
funds for new south Maui high school.
2. Kihei Elementary, Maui $4,500,000
Design, construction, and equipment funds
for joint administration/library building.
3. Lokelani Intermediate, Maui $2,840,000
Design, construction, and equipment
funds for six-classroom building.
4. Lokelani Intermediate, Maui $3,480,000
Design, construction, and equipment funds
for new administration building.
5. Hanalei Middle School, Kauai $250,000
Planning and design phase for new
north shore Kauai school.
6. Hanalei Elementary, Kauai $560,000
Design, construction and equipment funds
for playground site improvements.
7. Kapaa Elementary, Kauai $2,750,000
Design, construction and equipment funds
for library/media facility on school campus.
8. Kapaa High, Kauai $210,000
Design and construction funds for
covered walkway between building C,
building R, and portable classroom 185.
9. Kilauea Library, Kauai $2,750,000
Design, construction and equipment funds
for new library.
10. Kilauea Elementary, Kauai $2,200,000
Design, construction and equipment funds
for new cafetorium.
SECTION 2. The sum appropriated in section 1 shall be expended by the department of accounting and general services for the purposes of this Act.
Part II.
SECTION 3. The director of transportation is authorized to issue highway revenue bonds for the sum of $1,000,000, or so much thereof as may be necessary, for fiscal year 2002-2003 for the following project on Maui:
1. Piilani Highway Expansion $1,000,000
Initial planning, design and construction
funds for the expansion from two to four
lanes to minimize traffic congestion.
SECTION 4. The sum appropriated in section 3 shall be expended by the department of transportation for the purposes of this Act.
PART III.
SECTION 5. The director of finance is authorized to issue general obligation bonds in the sum of $1,660,000, or so much thereof as may be necessary, for fiscal year 2002-2003 for the following project on Kauai:
1. Antone K. Vidinha Stadium Improvements $1,660,000
A Kauai County Priority I CIP funding
request to include design and construction of
baseball field lighting and rubberized track.
SECTION 6. The sum appropriated in section 5 shall be expended by the department of accounting and general services for the purposes of this Act.
PART IV.
SECTION 7. The director of finance is authorized to issue general obligation bonds in the sum of $4,289,000, or so much thereof as may be necessary, fiscal year 2002-2003 for the following projects on Kauai:
1. Kauai County Supervisory Control and $2,000,000
Data Acquisition (SCADA) System
Funds for construction of island-wide SCADA
system to enhance water system operations.
2a. Kilauea School Waterline Improvements $30,000
Installation of ductile iron waterline to
meet Water System Standards requirements.
2b. Hanalei School Waterline Improvements $94,000
Installation of ductile iron waterline to
meet Water System Standards requirements.
3. Wainiha-Haena Water System $1,695,000
Land acquisition, planning and
construction funds for improvements to
provide fire protection service for
current users and future community
growth.
4. Anahola Water System $470,000
Planning, construction and land
acquisition funds for expansion of
water system to support growth of
Anahola community.
SECTION 8. The sum appropriated in section 7 shall be expended by the county of Kauai for the purpose of this Act.
SECTION 9. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2005, shall lapse as of that date.
SECTION 10. This Act shall take effect on July 1, 2002.
