A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS for various state irrigation systems.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $40,285,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2002-2003 for the purpose of financing the following agricultural irrigation projects throughout the State:
1. Upcountry Maui watershed project, Maui
Plans, design, land acquisition, and construction for the installation of pipeline for the upcountry Maui watershed project at Kula, Maui.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2004, shall lapse as of that date. These projects are deemed necessary to qualify for federal aid financing and/or reimbursement.
SECTION 3. The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of agriculture for the purposes of this Act; provided that the sum appropriated shall be matched by $5,000,000 in matching federal funds as set forth in section 1.
SECTION 4. This Act shall take effect on July 1, 2002.
