A BILL FOR AN ACT
authorizing the issuance of general obligation bonds and making an appropriation for Kauai regional stadium complexes.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $2,260,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2002-2003 for improvements to the Vidinha Stadium complex and to Waimea high school:

Baseball lighting $800,000
Rubberized track 860,000
Plans and development of ten acre stadium complex. Improvement to include renovation of football/soccer field lighting, construction of new baseball field lighting, construction of four hundred meter rubberized track at existing stadium complex. Development of ten acre site to include site grading, utilities and drainage, landscaping, construction of tennis courts, fifty meter swimming pool, multi-purpose gymnasium/arena and parking. Improvements would attract tournaments and semi-pro and professional sports and a more competitive atmosphere for the school track events.
B. WAIMEA HIGH SCHOOL/DISTRICT SWIMMING POOL $600,000

This project consists of a one hundred per cent renovation to restore and renovate a thirty-three year old pool to meet department of health regulations. The Waimea swimming pool is utilized by hundreds of students from Waimea high school for their physical education and athletic departments. Renovations and improvements are needed to comply with health and federal regulations. Currently, the Waimea pool is the only county pool available for the public useage on the west side of Kauai.
SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2005, shall lapse as of that date.
SECTION 3. The sum appropriated shall be expended by the director of finance for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2002.
