A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR THE second SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of 13,000,000, or so much thereof as may be necessary for fiscal year 2001-2002, for the following capital improvements in the second senatorial district:

1. Ahualoa 1.0 MG Reservoir

First phase for additional storage reservoirs to accommodate the existing and growing needs of Ahualoa and further serve as a vital link to the storage needs of Honokaa community.

Construction $1,000,000

2. Halaula Exploratory Well

Development project of well drilling and casing at well site for an upgrade of existing Halauala reservoir, which is connected to the Hawi system. This project will benefit both systems.

Construction $600,000

3. Paauhau Exploratory Well

Exploratory well drilling, water source development, and transmission to provide an additional water source.

Construction $1,200,000

4. Paauilo Exploratory Well

Well drilling at Paauilo Reservoir Site to serve as a backup to the existing production well.

Construction $700,000

5. South Hill Landfill

Phase I of the South Hilo landfill closure project.

Construction $6,000,000

6. University of Hawaii Hilo

Construction of a 1560 foot road at the

University Park of Science and Technology

for United States Department of Agriculture access.

Construction $2,500,000

7. Waiakea Stream

Diversion of Waiakea stream to alleviate flooding.

Plans, Design, and Construction $1,000,000

SECTION 2. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all appropriations which are unencumbered as of June 30, 2005, shall lapse as of that date.

SECTION 3. The sum appropriated shall be expended for the purpose of this Act; provided that:

(1) The sums appropriated in items 1, 2, 3, 4, 5 and 7 of section 1 of this Act shall be expended by the county of Hawaii; and

(2) The sums appropriated in items 6 of section 1 of this Act shall be expended by the University of Hawaii.

SECTION 4. This Act shall take effect on July 1, 2002.
