Requires that $390,000 of the CAMHD budget be used to contract, on behalf of Hana High and Elementary School, with Hana Community Health Center to implement the pilot project. Requires Hana High and Elementary School to oversee and monitor the pilot project and to convene and advisory committee consisting of community representatives. (SD1)

A BILL FOR AN ACT

 

Relating to Hana Community Health Center.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

PART I.

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $810,000, or so much thereof as may be necessary for fiscal year 2002-2003, for a grant-in-aid to the Hana Community Health Center to cover operational costs.

The sum appropriated shall be expended by the department of health for the purpose of this section.

PART II.

SECTION 2. The legislature finds that Hana is one of the most isolated areas in the State. The district is made up of small, remote settlements scattered over 233 square miles, with a population of over 1,855. Because of Hana's isolation, the community in Hana is close, and its residents work together to support the needs of their keiki. The purpose of this Part is to create a one-year pilot project within the Hana community health center to provide case management and procure services for the children entitled to services under Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. Section 794) and who attend Hana High and Elementary School. Hana Community Health Center is the only heath center servicing the needs of Hana. For this reason this Act is providing for contracting only with this center. The department of education, through its oversight of Hana High and Elementary School will ultimately have control to ensure that all requirements of the State are met. This Act in no way relieves the State of its obligations under Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. Section 794).

SECTION 3. (a) There is established a one-year pilot project for the delivery of case management and other health related services through a collaborative community process to children who attend Hana High and Elementary School and are covered under Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. Section 794).

(b) Of the amounts appropriated in HTH460 to the child and adolescent mental health division (CAMHD) for fiscal year 2002-2003, $390,000 shall be used for a contract on behalf of Hana High and Elementary School with the Hana Community Health Center to implement the pilot project, and for administrative costs incurred in seeking reimbursement from Medicaid. Hana High and Elementary School shall oversee and monitor the contract.

(c) To facilitate the collaborative community process, the principal of Hana High and Elementary School shall convene an advisory committee to provide community input regarding the delivery of services to students under the pilot project. The principal or a designated representative shall serve as chair of the advisory committee. The remaining members of the advisory committee shall include one representative from each of the following:

(1) Hui Noke Pono;

(2) Hale Hule Mamo, Hana's senior center;

(3) Maui County Office of Aging;

(4) Ohana Maka Mae, Hana Family Resource Center;

(5) Public health nursing branch, department of health; and

(6) Any other agency or department that may be deemed necessary.

The advisory committee shall meet at least monthly and shall submit a report on the pilot project to the legislature not more than twenty days prior to the convening of the 2004 regular session.

(d) The report shall include statistical data regarding the children served and how much money this pilot project has saved the State, the progress of the children served under this pilot project, and the effectiveness of the community collaboration efforts, including how the process has impacted relationships among advisory committee members in facilitating future collaborative ventures that serve the interests of the keiki of Hana.

PART III.

SECTION 4. This Act shall take effect on July 1, 2002, and shall be repealed on June 30, 2004.
