A BILL FOR AN ACT
relating to the hawaii teacher standards board.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 302A-605, Hawaii Revised Statutes, is amended by amending subsections (a) and (b) to read as follows:
"(a) Principals shall meet the [department's] Hawaii teacher standards board's certification requirements and shall have not less than five years of appropriate school-level experience of which at least three years shall have been as a teacher.
(b) Vice-principals shall meet the [department's] Hawaii teacher standards board's certification requirements and shall have appropriate school-level experience as determined by the department."
SECTION 2.
Section 302A-802, Hawaii Revised Statutes, is amended to read as follows: "§302A-802 [Licensing] Teacher licensing and credentialing; principal and vice-principal certification standards. (a) The board shall establish licensing and credentialing standards that govern teacher licensing and credentialing in Hawaii. Licensing and credentialing standards established by the board shall be adopted as rules under chapter 91 unless otherwise specified in this subpart.
(b) The board shall establish certification standards that govern the certification of principals and vice-principals in Hawaii. Certification standards for principals and vice-principals shall be adopted as rules under chapter 91.
[(b)] (c) In the development of its standards[,] for teachers, the board shall consider the existing teacher applicant pool that is available in the State and the level of the qualification of these applicants, as well as the nature and availability of existing preservice higher education teacher training programs. The board shall also consider alternative routes to licensing, such as national teacher examinations, and credentials that certify competency in subject areas or programs taught in the public schools."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
