A BILL FOR AN ACT

 

Making an appropriation to lower the department of education teacher-student ratio.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. A low teacher-student ratio in the classroom enables teachers to prepare more thoroughly and devote more personalized attention to their pupils. This improves the effectiveness of student learning and personal development.

The purpose of this Act is to lower the teacher-student ratio to 1:18 in department of education schools. The ratio shall be achieved first by using the incoming seniors of the 2003-2004 school year as the base, and thereafter adding to the base the immediately lower grade level with each subsequent school year, proceeding downward until kindergarten by the beginning of the thirteenth year of the program.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, for the purposes of this Act.

SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
