A BILL FOR AN ACT

 

Making an appropriation for development of a transportation studies center.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that transportation issues in Hawaii are uniquely important to the welfare of residents and visitors alike. Not only is travel between islands relatively difficult and expensive given the short distances, but traffic congestion within each island is getting worse every year.

The legislature further finds that the State must prioritize research on transportation issues, so that a viable long term solution can be reached. With the academic and intellectual resources currently available at the University of Hawaii at Manoa, it makes sense to establish a transportation center that can develop practical solutions to transportation and infrastructure problems in Hawaii, including risk assessment and operational planning improvements to transportation security.

The purpose of this Act is to appropriate funds to develop a "Transportation Research Center of Excellence" at the University of Hawaii at Manoa.

SECTION 2. There is appropriated out of the state highway fund the sum of $300,000, or so much thereof as may be necessary for fiscal year 2002-2003, for the development of a center for research on transportation and infrastructure issues at the University of Hawaii at Manoa.

SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
