A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR PUBLIC SCHOOL COUNSELORS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. During the 2002 Hawaii state student conference, the students drafted, voted, and passed a resolution that has evolved into the following Act.

SECTION 2. The legislature finds that the public schools are understaffed in regular counselors and college counselors. The legislature also finds that it is equitable for the department of education to distribute staffing based on student populations at the public schools in line with the recommended ratios of the American School Counselor Association. The purpose of this Act is to provide funding for additional counselors, at a ratio of one counselor for every two hundred fifty students, in all public middle and high schools and for college counselors in all public schools based upon the student population.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2002-2003, for the hiring of additional counselors, including college counselors, in public middle and high schools at the ratio of one counselor for every two hundred fifty students.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2002.
