A BILL FOR AN ACT
relating to the university of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds and declares that the interagency working group to establish a comprehensive, linked preschool to graduate school (P-20) student database as set forth in this Act is a law of statewide concern.
SECTION 2. Chapter 304, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§304- Interagency working group; preschool to graduate school (P-20) student database. (a) There is created within the University of Hawaii for administrative purposes, a standing, cross-functional, interagency working group to establish a comprehensive, linked preschool to graduate school (P-20) student database for Hawaii. The working group shall:
(1) Define the purpose of the student database within the State's overall educational system;
(2) Define an acceptable protocol for linking student data across the State's educational systems; and
(3) Obtain public and private funding for research and development, operating, and capital investment costs.
(b) The following organizations shall be invited to send a representative to the interagency working group, who shall then become a permanent member of the working group:
(1) The Hawaii State Teachers Association;
(2) The University of Hawaii Professional Assembly;
(3) The Hawaii Congress of Parents, Teachers, and Students;
(4) The Hawaii Association of Independent Schools;
(5) The Hawaii Business Roundtable;
(6) The Chamber of Commerce of Hawaii; and
(7) Other organizations, including individuals that the president of the University of Hawaii, the superintendent of education, and the director of human services deem appropriate.
(c) The following individuals or their designated representatives, on a rotating basis, shall chair the interagency working group:
(1) The president of the University of Hawaii;
(2) The superintendent of education; and
(3) The director of human services.
(d) Subject to the availability of funds appropriated for the purpose, the Hawaii educational policy center of the University of Hawaii college of education shall provide technical assistance and support to the interagency working group. The board of regents of the University of Hawaii, the board of education, and the department of human services shall cooperate with the working group and provide such technical assistance and support as the working group may request.
(e) The interagency working group shall submit a status report to the legislature, including any findings and recommendations that require action by the governor, the board of regents of the University of Hawaii, the board of education, or the legislature, not less than twenty days before each regular session of the legislature."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, to carry out the purposes of this Act. The sum appropriated shall be expended by the University of Hawaii.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2002.
