A BILL FOR AN ACT

 

making an appropriation to the hawaii educational policy center.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The future of Hawaii is dependent on the quality of education received by its residents. However, educational improvement cannot be successfully accomplished without the availability of current educational research. Policymakers need easy access to up-to-date educational research, reports, and other relevant information to make informed decisions.

The Hawaii educational policy center was established by the Hawaii institute for educational partnerships to prepare and distribute original educational research. The center has a record of producing relevant educational research and reports to assist Hawaii policymakers.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2002-2003 for the Hawaii educational policy center to prepare and distribute original research, reports, and summaries of existing research to help policymakers make informed decisions on education policy in Hawaii; provided that the director of the Hawaii educational policy center shall:

(1) Determine how to allocate these funds based on the direction of the board of directors of the Hawaii institute for educational partnerships and the recommendations of the Hawaii educational policy center advisory committee; and

(2) Provide a report to the legislature on the Hawaii educational policy center's research activities and funding acquired from other sources no later than twenty days prior to the convening of the regular session of 2004.

The sum appropriated shall be expended by the research corporation of the University of Hawaii for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2002.
