THE SENATE

S.B. NO.

2066

TWENTY-FIRST LEGISLATURE, 2002

STATE OF HAWAII

A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR AN ANTI-SMOKING EDUCATION PROGRAM IN PUBLIC SCHOOLS.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The Legislature finds that cigarette smoking is not only hazardous to one's health but also a very difficult habit to quit. An effective approach to reducing the number of lifetime smokers is to educate young people of the dangers of tobacco use at an early age. The Legislature further finds that programs, such as the "Smoke and Croak" education campaign in the public schools have proven to be successful methods of educating Hawaii's public school students on the danger of smoking and from discouraging them from taking up the habit.

The purpose of this Act is to appropriate funds to establish an anti-smoking education program in the public schools.

SECTION 2. There is appropriated out of the Hawaii tobacco settlement special fund the sum of $ , or so much thereof as may be necessary for fiscal year 02-03, for the establishment of an anti-smoking education program for children in the public schools.

SECTION 3. The sum appropriated shall be expended by the department of education for purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2002.
