A BILL FOR AN ACT

 

relating to enrollment in the children's health insurance program.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the federal children's health insurance program provides Hawaii with an important opportunity to expand health care coverage to low-income children who are uninsured. The children's health insurance program is considered the largest expansion of health care coverage since the enactment of Medicare and Medicaid. In order to expand enrollment in the state children's health insurance program, the legislature finds that the free school lunch program application because of its wide dissemination, would be an effective vehicle for the state's children's health insurance program application, and will reach the children who need the insurance the most.

SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§302A- Children's health insurance program; application. (a) The department shall incorporate in its school lunch program application for free lunches, pursuant to section 302A-405, an application for the children's health insurance program.

(b) The department shall work with the department of human services in developing the application and coordinating the dissemination of the children's health insurance program application information."

SECTION 3. Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§346- Children's health insurance program; application. The department shall work with the department of education to develop a children's health insurance program application that shall be incorporated into the department of education's free lunch program application. The department shall be responsible for reviewing and compiling the information on the applications and for administering the children's health insurance program."

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect upon its approval.
