REQUESTING THE HAWAII TOGETHER TASK FORCE TO CONDUCT A STUDY TO DETERMINE IF PRIVATE NONPROFIT AGENCIES REQUIRE ASSISTANCE IN THE AFTERMATH OF THE SEPTEMBER 11TH TERRORIST ATTACKS.
WHEREAS, Hawaii is blessed with many private nonprofit social services agencies that service and care for the poor, disabled, elderly, homeless, and the vulnerable; and
WHEREAS, these agencies serve a vital function in our community by providing a safety net for thousands of people who would otherwise not receive the help and assistance that they need and deserve; and
WHEREAS, because of the tragedy of September 11th, billions of dollars in donations and assistance poured into New York and Washington, D.C., to assist the victims of this tragic event; and
WHEREAS, residents of Hawaii also extended their Aloha and prayers to our fallen compatriots with generous donations of funds, blood, and volunteer services; and
WHEREAS, this overwhelming support for the victims of September 11th may have had the inadvertent effect of reducing charitable donations to deserving nonprofit agencies in Hawaii and those that they assist; and
WHEREAS, an assessment of the effects of September 11th on local nonprofit agencies is needed to ensure the provision of adequate social services in the State; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the Hawaii Together Task Force (Task Force), with assistance from the Department of Health and Department of Labor and Industrial Relations, is requested to conduct a study to determine if assistance, and the type of assistance, is needed by local nonprofit agencies; and
BE IT FURTHER RESOLVED that if the Task Force determines that assistance is needed by local private nonprofit agencies, that the Task Force is requested to suggest the means for providing such assistance (e.g., income tax credits, enhanced charitable deductions, or other methods); and
BE IT FURTHER RESOLVED that the Task Force is requested to report its finding and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2003; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Governor, Director of Health, and Director of Labor and Industrial Relations.
