HOUSE RESOLUTION

 

commending and honoring the performance of EXEMPLARY department of public safety employees.

 

 

WHEREAS, the Department of Public Safety consistently provides services to our state that are too often underappreciated; and

WHEREAS, the Legislature is always proud to commend and honor those employees of the state who perform their jobs in an exemplary manner; and

WHEREAS, on a daily basis the employees of the department of public safety are tasked with the housing and care of individuals who are unpredictable and sometimes violent; and

WHEREAS, the department is also responsible for the rehabilitation of sexual offenders before those offenders return to the free world; and

WHEREAS, on September 20, 2000, adult corrections officer Captain JOHN MARTINEZ, SR. and other staff members at the Halawa Correctional Facility were faced with a hostage situation involving a nurse held at knifepoint within the Facility medical unit; and

WHEREAS, during the course of the tense standoff, Captain Martinez's professionalism and effective leadership of the other staff resulted in the inmate eventually being disarmed and subdued without any injuries to the hostage; and

WHEREAS, the treatment of convicted sex offenders is a critical component of the department's work to provide for the safety of the public; and

WHEREAS, for several years the Sex Offender Treatment Program has been administered by Dr. BARRY COYNE and his staff at correctional facilities throughout the state; and

WHEREAS, the Program Dr. Coyne has developed is a highly effective regimen that consistently produces an extremely low rate of recidivism among those offenders who complete the treatment proscribed; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that this body hereby commends and honors the notable achievements of Captain Martinez, Dr. Coyne, and their coworkers at the Deparment of Public Safety and extends to them its warmest aloha and best wishes for continued success in the future.
