RECOGNIZING February AS THE dRUG-FREE HAWAII AWARENESS MONTH, AND COMMENDING HAWAII MEDICAL SERVICE ASSOCIATION, THE COALITION FOR A DRUG-FREE HAWAII, AND THE DEPARTMENT OF EDUCATION'S SAFE AND DRUG-FREE SCHOOL AND COMMUNITIES PROGRAM FOR THEIR OUTSTANDING CONTRIBUTIONS AND THEIR ON-GOING EFFORTS TO PREVENT, TREAT, AND ACHIEVE A DRUG–FREE HAWAII.
WHEREAS, substance abuse is one of the most serious and preventable issues facing the State of Hawaii, and creates an economic burden that is estimated to be $246 billion each year in costs related to health care illness, premature death, lost worker productivity, and drug-related crime; and
WHEREAS, the people of Hawaii recognize that successfully reversing substance abuse and its effects will require public and private collaboration, attention, and commitment; and
WHEREAS, February is "Drug-Free Awareness Month" in Hawaii, which consists of a series of activities and events highlighting initiatives and achievements in Hawaii's schools, workplaces and homes; and
WHEREAS, the theme for this year's events is "Every Day in Simple Ways," which will be illustrated and embodied in myriad ways throughout the festivities, guiding the participants in their efforts to combat substance abuse; and
WHEREAS, HAWAII MEDICAL SERVICE ASSOCIATION is a significant sponsor of "Drug-Free Awareness Month" whose contributions reflect their commitment to youth and provides an environment in which people can learn and actively participate in healthy and safe alternatives to drug use; and
WHEREAS, the COALITION FOR A DRUG-FREE HAWAII is an outstanding partner in these events whose focus is on prevention education and action to get information and skills into the hands of people who influence the choices of others; and
WHEREAS, the Department of Education's SAFE AND DRUG-FREE SCHOOL AND COMMUNITIES PROGRAM recognizes that children cannot achieve their full potential when there are negative influences like drugs and violence in their lives; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that this body hereby recognizes February as "Drug-Free Awareness Month," and extends its heartfelt aloha to HAWAII MEDICAL SERVICE ASSOCIATION, the COALITION FOR A DRUG-FREE HAWAII, and the Department of Education's SAFE AND DRUG-FREE SCHOOL AND COMMUNITIES PROGRAM for their outstanding contributions to this month and their on-going efforts to prevent, treat, and achieve a drug-free Hawaii.
