REQUESTING THE AUDITOR TO STUDY THE FEASIBILITY OF TRANSFERRING THE OPERATION AND MANAGEMENT OF THE ALOHA STADIUM FROM THE HAWAII STADIUM AUTHORITY TO THE UNIVERSITY OF HAWAII AND THE KAPOLEI RECREATIONAL SPORTS COMPLEX TO THE UNIVERSITY OF HAWAII OR THE DEPARTMENT OF LAND AND NATURAL RESOURCES.
WHEREAS, legislation has been introduced to transfer the operation and management of the Aloha Stadium and the Kapolei Recreational Sports Complex from the Hawaii Stadium Authority to the University of Hawaii; and
WHEREAS, the transfer is expected to streamline government and provide efficiencies because of the University of Hawaii's experience in managing sports complexes such as the Les Murakami Stadium and Stan Sheriff Center; and
WHEREAS, despite these apparent benefits, many issues remain unresolved, including the ability of the University of Hawaii to manage these sports facilities; and
WHEREAS, these issues include staffing and planning concerns, as well as budgetary matters, especially the financial impact the transfer would have on the state budget; as well as any funding expectations of the University of Hawaii with respect to the revenues generated and expenses incurred from these sports facilities; and
WHEREAS, issues regarding the public's use of these facilities have not been addressed of late and are of major importance to thousands of people who currently use these facilities for commercial and recreational purposes; and
WHEREAS, other issues such as the recent revelation that Aloha Stadium is in need of repairs conservatively estimated at $1,000,000, raise the question regarding responsibility for these repairs and future repairs should the transfer proceed; and
WHEREAS, questions regarding the remaining useful life of Aloha Stadium and the University of Hawaii's plans to build another stadium in West Oahu are unanswered and are issues that will have a substantial impact on the community at large and state government in general; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the Auditor is requested to study the feasibility of transferring the operation and management of the Aloha Stadium from the Hawaii Stadium Authority to the University of Hawaii and the Kapolei Recreational Sports Complex to the University of Hawaii or the Department of Land and Natural Resources; and
BE IT FURTHER RESOLVED that the Auditor is requested to report findings and recommendations to the Legislature not less than twenty days prior to the convening of the Regular Session of 2003; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Auditor, the President of the University of Hawaii, the Chairperson of the Board of Regents of the University of Hawaii, the Chairperson of the Stadium Authority, the Comptroller, and the Chairperson of the Board of Land and Natural Resources.
