HOUSE RESOLUTION

 

requesting the university system to consider SCHeduling classes two times per week, instead of three times per week.

 

 

WHEREAS, Hawaii residents experience frustration and inconvenience during their daily morning and evening commute; and

WHEREAS, a minor accident will close off an entire lane of the roadway, exacerbating the traffic congestion; and

WHEREAS, a major accident will close down multiple lanes of the roadway, transforming the gridlock traffic into a parking lot; and

WHEREAS, these traffic problems result in missed classes, postponed meetings, neglected appointments, and delayed productivity, ultimately causing loss of revenue for the State of Hawaii; and

WHEREAS, coinciding work hours and school hours result in an increased number of vehicles on the roadways during commuting hours; and

WHEREAS, commuters of the University system encompass roughly one-third of the vehicles on Hawaii roadways during peak traffic hours; and

WHEREAS, reducing the number of University commuters during peak traffic hours will have a significant impact on statewide traffic; and

WHEREAS, decreased time in traffic means more time studying, working, or spending time with family, and consequently, reduced fuel expenses; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the University system consider scheduling longer classes two times per week, instead of shorter classes three times per week; and

BE IT FURTHER RESOLVED that the University system consider adopting a quarter system, as opposed to the current semester system, which allows flexibility in class scheduling; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairman of University of Hawaii Board of Regents, the President of University of Hawaii Professional Assembly, the President of Hawaii Government Employees Association, the Director of United Public Workers, the Director of Department of Transportation, the Director of Department of Human Resources, and the Governor of the State of Hawaii.
