HOUSE RESOLUTION

 

requiring the state foundation on culture and the arts to report on its progress in complying with the recommendations made by the auditor in the 1999 audit of the foundation.

 

 

WHEREAS, the arts affirm life and define us as a community, and represent humanity's beacon for the future, even and especially in difficult times; and

WHEREAS, the State Foundation on Culture and the Arts (SFCA) is Hawaii's public agency charged with supporting and promoting an appreciation of the arts, as well as culture, history, and the humanities; and

WHEREAS, the SFCA carries out its mandates and duties by administering a public visual arts program, conducting an apprenticeship program to perpetuate folk traditions, collaborating with organizations and educational institutions to foster arts in education, granting fellowships to encourage artists, and providing workshops and technical assistance which foster the arts in our society; and

WHEREAS, the SFCA is also the primary recipient of federal and state funds that support culture and the arts in Hawaii and is responsible for expending these funds; and

WHEREAS, recent initiatives include the establishment of the State Art Gallery, which will provide a new venue for arts education; and

WHEREAS, other recent initiatives include an extraordinary partnership with the Department of Education, University of Hawaii, Hawaii Association of Independent Schools, and the Hawaii Alliance for Art Education to develop a statewide strategic plan for all students, K-12, that incorporates and integrates arts content and performance standards; and

WHEREAS, in spite of these accomplishments, the SFCA still has further room for improvement and concerns that need to be addressed; and

WHEREAS, a 1999 audit completed by the Office of the Legislative Auditor (Auditor) recommended changes to the SFCA's organizational structure, responsibilities, and operational procedures; and

WHEREAS, this body supports the findings and recommendations of the 1999 audit and encourages their implementation; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, that the SFCA submit a detailed report to this body twenty days prior to the convening of the Regular Session of 2003 on the SFCA's progress in complying with the recommendations made by the Auditor in the 1999 audit report; and

BE IT FURTHER RESOLVED that this body reaffirms its commitment to the preservation and development of culture and arts throughout the State, and encourages the maximum involvement and support of all organizations, private and public, in a collaborative process with the SFCA to plan for, sustain, and promote culture and arts in Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the SFCA and Comptroller.
