RESOLUTION
requesting the department of transportation to conduct a study concerning the use of existing railroad tracks and previous rights of ways to revitalize rail and other alternative forms of transit.
WHEREAS, rail travel has a long history in Hawaii, with seven public common carrier railroads on all of the islands except Niihau and Kahoolawe; and
WHEREAS, the Oahu Railway and Land Company was the backbone of transportation in Hawaii for almost sixty years, transporting passengers, freight, and plantation supplies on Oahu; and
WHEREAS, during World War II, trains transported troops, munitions, livestock, and produce; and
WHEREAS, on Oahu one hundred seventy-nine miles of train tracks ran from Honolulu around the leeward side of Oahu to Haleiwa and Kahuku, and from Honolulu to Wahiawa; and
WHEREAS, traffic jams in Hawaii are now common; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Department of Transportation is requested to determine the feasibility of using existing railroad tracks and rights of way to revitalize the use of rail travel as means of transit to transport both residents and visitors; and
BE IT FURTHER RESOLVED that the Department is also requested to analyze the use of existing railroad tracks and rights of way for alternative forms of transit that may include pedestrian use, bicycle routes, and other non-motorized pathways; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit findings and recommendations to the Legislature not later than twenty days prior to the convening of the Regular Session of 2003; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
