REQUESTING THE SOCIAL SCIENCE RESEARCH INSTITUTE OF THE UNIVERSITY OF HAWAII TO CONDUCT AN ASSESSMENT OF THE EDUCATIONAL NEEDS OF THE NORTH HAWAII REGION.
WHEREAS, House Concurrent Resolution (HCR) 186, passed on March 14, 2001, requested the University of Hawaii at Hilo to study the feasibility of establishing an education and research center of the University of Hawaii at Hilo to be located in Honokaa, Hawaii in the Hamakua District of the Big Island; and
WHEREAS, the resolution stimulated numerous discussions and meetings between the residents of North Hawaii, public and private high schools, State government agencies, non-profit service providers, the University of Hawaii at Hilo, and Hawaii Community College to enhance opportunities and provide access for education, training, and research for the residents of North Hawaii; and
WHEREAS, the University of Hawaii at Hilo and several community partners are in the process of developing the North Hawaii Education and Research Center in Honokaa, Hawaii; and
WHEREAS, the primary objectives of the North Hawaii Education and Research Center are as follows:
(1) Use of local knowledge to promote community development and the sense of place and pride for the communities of North Hawaii;
(2) Engage the community in advocacy, general education, small business skills, conferencing and research initiatives so that the people of North Hawaii have greater educational access and more socio-economic opportunity;
(3) Provide live and distance education as well as facilitate opportunities for under-represented minorities in higher education, early start students (grades 11 and 12) and intergenerational learning in underserved areas; and
(4) An opportunity for UH Hilo, Hawaii Community College, the long term care facility Hale Ho`ola Hamakua in Honokaa, and North Hawaii Hospital in Waimea to have a setting to collaborate and develop Gerontology and Alzheimer's programs; and
WHEREAS, in order to plan the curriculum for the center, the higher education needs of the North Hawaii region should be assessed; and
WHEREAS, a similar needs assessment was conducted of West Hawaii in 1988 by the Social Science Research Institute of the University of Hawaii at Manoa; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Social Science Research Institute of the University of Hawaii is requested to conduct an assessment of the educational needs of the North Hawaii region; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the University of Hawaii.
