RESOLUTION
REQUESTING THE GOVERNOR AND THE PRESIDENT OF THE UNIVERSITY OF HAWAII TO ESTABLISH SISTER-STATE EDUCATIONAL, CULTURAL, AND ECONOMIC EXCHANGES BETWEEN THE STATE OF HAWAII AND THE PROVINCE OF ILOCOS SUR OF THE REPUBLIC OF THE PHILIPPINES.
WHEREAS, the State of Hawaii is actively seeking to expand its international ties and has an abiding interest in developing goodwill, friendship, and economic relations with the people of Asian and Pacific countries; and
WHEREAS, as part of its effort to achieve this goal, Hawaii has established a number of sister-state agreements with provinces in the Pacific region; and
WHEREAS, because of the historical relationship between the United States of America and the Republic of the Philippines, there continues to exist valid reasons to promote international friendship and understanding for the mutual benefit of both countries to achieve lasting peace and prosperity as it serves the common interests of both countries; and
WHEREAS, there are historical precedents exemplifying the common desire to maintain close ties through cultural, commercial, and educational exchanges between the citizens in Hawaii and their relatives, friends, and business counterparts in the Philippines, such as the previously established sister-state relationship between the State of Hawaii and the Province of Ilocos Sur; and
WHEREAS, a sister-state relationship between the State of Hawaii and the Province of Ilocos Sur was established in 1985, with the intent of promoting exchanges in the areas of business, trade, agriculture and industry, tourism, sports, health care, social welfare, teacher education, and other fields of human endeavor; and
WHEREAS, besides sister-state exchanges, sister-school and -university relationships can also build, reinforce and bridge an understanding and mutual respect between the youth of both the State of Hawaii and the Province of Ilocos Sur; and
WHEREAS, there is a strong relationship between the Province of Ilocos Sur and the State of Hawaii because several notable citizens in Hawaii can trace their roots or have immigrated from the Province of Ilocos Sur; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Governor and the President of the University of Hawaii are requested to establish sister-state educational, cultural, and economic development exchanges with the Province of Ilocos Sur; and
BE IT FURTHER RESOLVED that the Governor and the President of the University are requested to report to the Legislature twenty days prior to the convening of the Regular Session of 2003, on the status of efforts to establish such sister-state exchanges; and
BE IT FURTHER RESOLVED that the Province of Ilocos Sur be afforded the communication, cooperation, and courtesies to explore different avenues of cultural, educational, and economic development exchanges; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the President of the University of Hawaii, the President of the Republic of the Philippines through its Honolulu Consul General, and the Governor and Provincial Board of the Province of Ilocos Sur, Republic of the Philippines.
