HOUSE CONCURRENT

RESOLUTION

 

ReQUESTING PLANNING COLLABORATION BETWEEN THE UNIVERSITY OF HAWAII AND THE LEGISLATURE.

 

 

WHEREAS, with the growing global interdependence and rapidly changing events of the new millennium, Hawaii's Legislature is being confronted more and more with the issues of increasing complexity; and

WHEREAS, these issues cover the full spectrum of economic, social, and cultural development and involve international and national as well as island issues; and

WHEREAS, the Legislature is often called upon in the course of sessional pressures to make quick judgments and decisions, which may impact heavily on future as well as present generations; and

WHEREAS, in some cases, past experience, available information, and keen perception have been adequate, but, in other cases, incomplete information and hasty judgment can lead to unwise or precipitous actions or their untimely deferral at the cost of even greater future complications; and

WHEREAS, in many relevant fields, there are specialists at the University of Hawaii who are at the frontiers of knowledge in their respective areas and who are able and willing to contribute to the community in which they live; and

WHEREAS, in such intricate and interwoven issues as sustaining our economic growth while safeguarding our environmental resources; diversifying our economy while maintaining our revenue base; providing employment opportunities for our youth while meeting the needs of our seniors; preparing and guiding our citizens for the new era of lifetime learning; there is urgent need for analysis and dissemination of relevant information at a pace which does not evade immediate responsibility, but which allows for full deliberation; and

WHEREAS, the President of the University of Hawaii has indicated his desire to share the University of Hawaii's expertise toward a comprehensive, critical, and timely analysis of current and impending issues facing the State of Hawaii; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the designated leadership of each chamber is respectfully requested to meet with the President of the University of Hawaii and his designated representatives to explore ways and means whereby the University of Hawaii can contribute to more informed and better decision-making by the Legislature in a wide variety of disciplines and topical areas; and

BE IT FURTHER RESOLVED that the leadership of each chamber is requested to use this meeting to explore the possibilities of formulating and implementing an annual series of policy briefings on topics of both short-term relevance requiring legislative action and longer-term significance where a greater variety of options need to be considered before policy initiatives can be undertaken; and

BE IT FURTHER RESOLVED that the leadership of each chamber is requested to hold the initial meeting shortly after the conclusion of the Regular Session of 2002 when the issues to be analyzed remain fresh in collective memories; and

BE IT FURTHER RESOLVED that the legislative leadership might, in its own wisdom, also wish to invite key members of the state administration or private sector representatives to attend or participate in areas of their interest or competence; and

BE IT FURTHER RESOLVED that once agreement has been reached on the desirability, format, methodology, and content of these briefings, the invited briefings be scheduled toward the end of the year over a two- to three-day period at a mutually agreeable site; but before the convening of the 2003 Regular Session, and that this process be continued on an annual basis thereafter; and

BE IT FURTHER RESOLVED that copies of this Concurrent Resolution be transmitted to the Speaker of the House of Representatives, the President of the Senate, the Governor, and the President and the Chairperson of the Board of Regents of the University of Hawaii.
