HOUSE CONCURRENT

RESOLUTION

 

SUPPORTING A "hawaii shut da tv WEEK" AND REQUESTING THE GOVERNOR TO DECLARE THE WEEK OF aPRIL 22ND TO THE 28TH "hawaii shut da tv WEEK" IN HAWAII.

 

 

WHEREAS, the Journal of the American Medical Association points to a sedentary lifestyle as a risk factor for coronary artery disease and notes that children who watched more television were less likely to participate in vigorous activity, leading to higher body mass indexes; and

WHEREAS, the American Journal of Public Health found that the duration of daily television viewing is strongly associated with obesity and super-obesity in adult males and children, with those adult males watching more than three hours of television daily as having twice the likelihood of being obese; and

WHEREAS, decades of research suggest that childhood exposure to televised violence is a significant risk factor for subsequent violent behavior; and

WHEREAS, a 2001 study chronicled in the Archives of Pediatrics and Adolescent Medicine concluded that interventions to reduce television, videotape, and video game use decreased aggressive behavior in elementary school children; and

WHEREAS, on average, children in the United States will spend more time in front of the television than in school this year; and

WHEREAS, thousands of people in the United States and millions of people the world over currently participate in an annual "TV-Turnoff Week", which originally started in 1995; and

WHEREAS, over 70 national organizations support a national "TV-Turnoff Week", including the American Medical Association, the American Academy of Pediatrics, the National Education Association, the President's Council on Physical Fitness and Sports, as well as the U.S. Surgeon General; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the legislature support the idea of a "Hawaii Shut Da TV Week" for the state of Hawaii; and

BE IT FURTHER RESOLVED that the Legislature requests the governor to declare the week of April 22nd, 2002 to April 28th, 2002, "Hawaii Shut Da TV Week" in Hawaii; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Speaker of the House of Representatives, the President of the Senate, the Governor, the director of the Department of Health, and the Superintendent of Education.
