RESOLUTION
ADOPTING OUTCOME INDICATORS OF WELL-BEING FOR HAWAII'S CHILDREN AND FAMILIES.
WHEREAS, public and private agencies in partnership with communities across the State have implemented the state policy adopted in 1998 by the legislature in House Concurrent Resolution No. 38, "All Of Hawaii's Children Will Be Safe, Healthy And Ready To Succeed"; and
WHEREAS, the focus of the strategy to implement the policy is an outcomes unifying framework across agencies and sectors that uses school and community outcomes and indicators aggregated when practicable along school complex boundaries; and
WHEREAS, the legislature has recognized the importance of measuring progress towards shared outcomes through the establishment of the Hawaii Performance Partnerships Board by Act 160, Session Laws of Hawaii 1999, with the mandated goals to adopt community outcomes and to develop a results and outcomes measurement system and partnership strategy; and
WHEREAS, the legislature endorsed the following key community outcomes as state policy with adoption in 2000 of Senate Concurrent Resolution No. 12, "Adopting Key Community Outcomes of Well–Being For The People Of The State Of Hawaii":
(1) A safe, nurturing social environment;
(2) A healthy, natural environment;
(3) A thriving, diverse sustainable economy;
(4) Educated people; and
(5) Civic vitality; and
WHEREAS, the legislature passed in 2001 Act 274 asking the Hawaii Performance Partnerships Board, with assistance from the University of Hawaii at Manoa Center on the Family, to work with state and private agencies to establish the key indicators and data sets relevant to Hawaii's children and families; and
WHEREAS, the acceptance of the common set of desired outcomes and indicators compatible with statutory mandates will enable state, county, and community agencies to focus their efforts to achieve positive outcomes; and
WHEREAS, achieving outcomes require creation of systems that cross agency boundaries to measure the combined efforts of many partners, both public and private; and
WHEREAS, the Hawaii Performance Partnerships Board, the Hawaii State Legislature, National Conference of State Legislatures, the Interdepartmental Council, Partnering for Outcomes, and the Departments of Education, Human Services and Health along with federal, state, county and community partners have worked together with the University of Hawaii at Manoa Center on the Family to develop the "School and Community Profiles" with community outcomes and indicators and risk and protective factors about the well being of children and families and aggregated along high school complex boundaries when practicable; and
WHEREAS, the "School and Community Profiles" are a critical part of an effective outcomes system because data and information are needed by government, the private sector, and communities for planning, decision making, and taking action to change outcomes; and
WHEREAS, performance partnerships in school readiness and child safety for young children, youth substance abuse prevention, child nutrition, and children's health insurance are using the "School and Community Profiles" as a focal point and guide for the strategies and measuring progress; and
WHEREAS, tremendous time and effort have been invested by public and private sectors in the partnerships; and
WHEREAS, continued legislative action demonstrates strong support and will help Hawaii's public and private sectors and the communities leverage and maximize federal, state, and philanthropic investment opportunities to build the infrastructure and capacity to improve and measure outcomes; and
WHEREAS, adoption by the legislature of the "School and Community Profiles" affirms the progress with the outcomes framework and partnership work underway; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the "School and Community Profiles" are endorsed as state policy; and
BE IT FURTHER RESOLVED that the Hawaii Performance Partnerships Board and state agencies work with the University of Hawaii Center on the Family to review and adjust the School and Community Profile indicators as needed; and
BE IT FURTHER RESOLVED that public and private agencies committed to improving the well-being of Hawaii's children and families be encouraged to utilize these outcomes as basis for policy and program development, planning, and budgeting; and
BE IT FURTHER RESOLVED that all public and private agencies are encouraged to form partnerships and measure progress towards the "School and Community Profile" outcome indicators most appropriate to their individual missions; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Hawaii Performance Partnerships Board, all state departments, the Mayor of the City and County of Honolulu, the Mayor of the County of Maui, the Mayor of the County of Hawaii, the Mayor of the County of Kauai, Hawaii's Congressional delegation, Aloha United Way, The Hawaii Community Foundation, HMSA Foundation/Hawaii Medical Service Association, The Chamber of Commerce of Hawaii, The Hawaii Business Roundtable, Kamehameha Schools, Queen Liliuokalani Children's Center, The Good Beginnings Alliance, Hawaii Primary Care Association, Hawaii Covering Kids, University of Hawaii at Manoa Center on the Family, Hawaii Outcomes Institute, Alu Like, Ho'owaiwai Na Kamalii, Blueprint For Change, Partnering for Outcomes, State Procurement Office, and Interdepartmental Council.
