RESOLUTION
REQUESTING THE formation of a statewide economic development task force to develop and administer an economic development plan for the state.
WHEREAS, the events of September 11, 2001, have had a significant impact on our economy; and
WHEREAS, the State is in desperate need of economic programs to guide us toward a healthier more stable economy; and
WHEREAS, Hawaii lacks a strategic economic plan for future stability; and
WHEREAS, Hawaii does not have a unified effort of various levels of government, private sector councils, and the University of Hawaii to develop such a plan; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that a statewide unifying task force be established within the Department of Business, Economic Development, and Tourism, to develop and administer an economic development plan for the State; and
BE IT FURTHER RESOLVED that the task force shall be composed of:
(1) A representative from each of the county councils;
(2) A representative from each of the county economic development councils;
(3) A representative from the Small Business Hawaii/Small Business Community/Hawaii Trade Association;
(4) A representative from the Pacific Basin Economic Council;
(5) A representative from the University of Hawaii;
(6) A representative from Brigham Young University;
(7) A representative from Hawaii Pacific University;
(8) A representative from the Department of Business, Economic Development, and Tourism;
(9) Representatives from community business organizations, represented by the Hawaii Small Business Development Center Network and the Hawaii Hispanic Chamber of Commerce, etc.;
(10) Representatives from the Senate and House of Representatives designated by the President of the Senate and the Speaker of the House of Representatives;
(11) The Chairperson of the Economic Development and Technology Committee of the Senate; and
(12) A representative from the Governor's office; and
BE IT FURTHER RESOLVED that the task force shall submit a status report to the Legislature regarding the strategic economic development plan within six months of the first meeting of the task force; and
BE IT FURTHER RESOLVED that the task force shall submit to the Legislature the final strategic economic development plan within one year after the first meeting of the task force; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Director of Business, Economic Development, and Tourism.
