RESOLUTION
REQUESTING THE GOVERNOR TO CONVENE A TASK FORCE REGARDING A LIGHT RAIL SYSTEM.
WHEREAS, modern light rail systems offer frequent services that rival the convenience of a car, "seamless journey" interchange from feeder services and from train services, and level boarding with easy access for everyone, including wheel-chair users; and
WHEREAS, light rail systems have no emissions at street level, are many times safer than car travel, and are capable of going underground, overground, or "at grade"; and
WHEREAS, light rail systems are used in countries such as Argentina, Austria, Belgium, Brazil, Canada, Germany, Hungary, Italy, Japan, Malaysia, Mexico, Netherlands, Norway, Peru, Philippines, Poland, Russia, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom, and the United States; and
WHEREAS, traffic congestion on Oahu will only continue to worsen in the absence of effective countermeasures to reduce congestion; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Governor is respectfully requested to convene a task force to reassess the feasibility of establishing a light rail system to alleviate the increasing traffic problems on Oahu; and
BE IT FURTHER RESOLVED that the task force is requested to consider the following:
(1) A review of plans and work already completed in previous years as a base of information and to avoid duplication of effort;
(2) A reassessment of need for the system and a review of possible new routes or reconfigurations in meeting identified needs;
(3) Identification of available resources for planning and construction of a light rail system, including federal funds; and
(4) Consideration of new designs and systems for a light rail option on Oahu;
and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Governor.
