HOUSE CONCURRENT

RESOLUTION

 

rEQUESTING THE AUDITOR TO CONDUCT A STUDY OF PRINTING PRODUCTS AND SERVICES UTILIZED, CONTRACTED, AND SUBCONTRACTED BY HAWAII STATE GOVERNMENT

 

WHEREAS, the State of Hawaii (State) and its affiliate agencies require large quantities of printing products and services; and

WHEREAS, printing products and services rendered to the State include printing, binding, and stationery work; and

WHEREAS, printing services are either performed in-house or are contracted to private companies, depending on the type of printing required by the State; and

WHEREAS, some State agencies, including the Department of Education (DOE), Department of Public Safety (PSD), and University of Hawaii (UH), have their own print shops that enable these agencies to print and bind their own materials; and

WHEREAS, some State agencies without their own print shops contract with private printing companies in Hawaii or out-of-state for printing products and services; and

WHEREAS, some State agencies like the Department of Business, Economic Development, and Tourism and the Hawaii Tourism Authority, contract with independent, nongovernmental advertising and marketing agencies which in turn, subcontract with private companies that print large quantities of marketing and promotional material to promote Hawaii tourism, agriculture, and economic development; and

WHEREAS, some of these private sector advertising and marketing subcontractors may use printing and binding vendors outside of Hawaii without going through a formal bid process required under the State Procurement Code; and

WHEREAS, in 1998, according to the Department of Labor and Industrial Relations, Hawaii's printing industry employed approximately three thousand people and paid more than $115,000,000 in wages; and

WHEREAS, according to the Printed Industries of America, the printing industry contributes more than $255,000,000 annually to Hawaii's economy, while, at the same time, about $200,000,000 more is spent outside of Hawaii on printing jobs; and

WHEREAS, it is unclear as to the volume and dollar amount spent on printing services and products utilized, contracted, and subcontracted by State agencies; and

WHEREAS, it is also unclear as to how many State print jobs are performed in-house or contracted to private vendors in Hawaii or out-of-state, including jobs initiated by advertising and marketing subcontractors; and

WHEREAS, State expenditures on printing are valuable in determining how State printing jobs affect Hawaii's printing industry; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2002, the Senate concurring, that the Auditor is requested to conduct a study of all in-house and contracted printing jobs, including contracts awarded by State agencies to private marketing and advertising firms that subcontract printing jobs; and

BE IT FURTHER RESOLVED that the Auditor's study include and identify the number of in-house and contracted State printing jobs and dollar volume amounts that were spent in Hawaii, out-of-state, and out-of-country; and

BE IT FURTHER RESOLVED that the Auditor's study include the number of employees, and the direct and indirect costs of labor, employee benefits, rent, equipment leasing, administrative supplies, and other costs associated with State in-house printing operations, including those in PSD, DOE, and UH; and

BE IT FURTHER RESOLVED that the Auditor submit findings and recommendations to the Legislature twenty days prior to the convening of the Regular Session of 2003; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Office of the Auditor.
