A BILL FOR AN ACT

 

relating to business development in kapolei, oahu, hawaii.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The purpose of this Act is to create a new chapter in the Hawaii Revised Statutes relating to casino gaming enabling the development of a resort with casino gaming in Kapolei, Oahu.

SECTION 2. The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:

"Chapter

REGULATION OF CASINO GAMING

§    -1 Hawaii casino gaming code. This chapter shall be known and may be cited as the Hawaii casino gaming code.

§    -2 Purpose. This chapter shall be construed and applied to further its underlying economic purposes, which shall include but not be limited to:

(1) Promoting the growth of the economy of the State, and, in particular, to provide the visitor industry with a world-class resort destination enabling the State to compete with other high-quality resorts around the globe;

(2) Stimulating the construction industry in the State by providing a large number of jobs for the various trades and industries associated with building development;

(3) Alleviating the depressed economic conditions on the leeward coast of Oahu and providing a boost to the economy of the State in general;

(4) Positively impacting the growth of Kapolei by providing a permanent place of employment for hundreds of working families outside Honolulu;

(5) Mitigating the traffic congestion on H-1 and H-2 freeways flowing into downtown Honolulu by providing permanent employment on the leeward coast;

(6) Augmenting the real property tax base, the transient accommodations tax base, general excise tax collections, and providing for additional gaming taxes and licensing fees;

(7) Investing the majority of the profits from the hotel resort in Kapolei back into the community for eleemosynary purposes; and

(8) Carefully regulating and limiting the licensing of a hotel resort casino to ensure that gaming will not proliferate and that, where allowed, its facilities will be operated honestly, fairly, and with respect for the culture in which it is permitted to function."

SECTION 3. This Act shall take effect upon its approval.
