A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the fifty-first representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2002-2003.

1. To be expended by the department of accounting and general services:

A. Waimanalo elementary school, Oahu

Sprinkler system for the campus.

Construction $         1

Total funding $         1

B. Lanikai elementary school, Oahu

Community center building incorporating

administrative office, cafeteria, work and

meeting space, and performance space.

Includes adequate infrastructure for the

school's status as a civil defense

emergency shelter.

Planning and design $   300,000

Temporary facilities during construction $   200,000

Administration office and auditorium

portion of new construction $   350,000

Total funding $   850,000

C. Blanche Pope elementary school, Waimanalo, Oahu

Installation of playground structure.

Structure $    20,000

Surfacing, labor, compliance with

Americans with Disabilities Act,

miscellaneous $    30,000

Total funding $    50,000

2. To be expended by the department of transportation:

A. S220 – Kalanianaole highway, Oahu

Roadside barrier from Hanauma Bay to Sandy Beach.

Increasing pace of construction $         1

B. S260 - Kalanianaole highway, Oahu

Rockfall protection at Makapuu.

Increasing pace of design and

construction $         1

C. S275- Kalanianaole highway improvements,

Makapuu, Oahu

Realign highway.

Increasing pace of land acquisition

and design $         1

D. S276 - Kalanianaole highway improvements, Makapuu, Oahu

Retaining wall.

Increasing pace of design $         1

E. Bypass tunnel, Makapuu point, Oahu

Bypass tunnel through Makapuu point to mitigate effects of future rockslides.

Increasing pace of planning and design. $         1

F. Kailua high school, Oahu

Access road to Kailua high school from Kalanianaole highway.

Increasing pace of design and

construction $         1

3. To be expended by the department of Hawaiian home lands:

A. Waimanalo wastewater treatment plant

Renovation of plant to accommodate development

of additional Hawaiian homesteads; comply with

present federal water pollution control

standards; and improve plant's functional

and operational efficiency.

Renovation $20,000,000

Total funding $20,000,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2002.
