A BILL FOR AN ACT

 

RELATING TO CIVIL IDENTIFICATION CERTIFICATES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There currently exists within the state of Hawaii a program by which civil identification certificates are made available to every person residing or present in the State. Two of the state's major islands, however, do not offer their residents the capability of obtaining identification certificates without having to either fly or sail by sea to another island. It is the lack of this basic service to the people living on Molokai and Lanai that the legislature believes puts those persons in a position of hardship, as they must pay an inordinately high premium to exercise their lawful right to register for state civil identification.

SECTION 2. Chapter 846, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§846- Availability. There shall be established and made available at least one designated facility on each of the islands of Oahu, Maui, Hawaii, Molokai and Lanai, by and through which the attorney general or authorized subordinates shall register and issue certificates of identification as prescribed by this part. The attorney general shall provide for registration and issuance of certificates of identification as prescribed by this part on at least a quarterly basis on each island aforementioned in this section.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon approval.
