A BILL FOR AN ACT

 

relating to state parks.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Chapter 184, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§184- State parks master plan. (a) The department shall develop a comprehensive master plan for all state parks, including state beach parks.

(b) The master plan shall include the following components: strategic review, functional analysis, physical analysis, solution development and evaluation, and plan documentation.

(c) The master plan shall discuss the mission and values of the department, the external environment and changes that will affect the department, and multiple time lines and cycles inherent in the conduct of departmental affairs.

(d) The master plan shall be updated not less than once every six years, subject to the availability of funds."

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2002-2003 to carry out the purposes of this Act.

The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect on July 1, 2002.
