A BILL FOR AN ACT
RELATING TO A MOMENT OF SILENCE IN PUBLIC SCHOOLS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the world and the issues facing humanity, and Hawaii, specifically, grow more complex with each passing day. Our public education system strives to teach our keiki the skills necessary to survive in an increasingly complex world, such as mathematics, science, English, art, and many others. A student's day is filled with formulas, rules, rote memorization, and devices meant to measure the ability with which a student can apply the formulas and rules. The growth of a child into a functional citizen, however, requires the child to begin to form personal opinions and a belief and value system concerning any number of issues in an increasingly complex world. The purpose of this Act is to allow for the personal growth of our keiki by mandating the opportunity for students to observe a moment of silence in public schools. It is hoped that students will take this opportunity to contemplate issues of importance to the individual student, to their community, state, and world, in general, and their relation to their educational curriculum and begin to form reasoned and insightful opinions that will help keiki transition from student to citizen.
SECTION 2. Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Moment of silence. All public schools in the State of Hawaii shall allow students to observe a daily moment of silence at the discretion of each individual student."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
