A BILL FOR AN ACT

 

RELATING TO TRAFFIC PROBLEMS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that urban neighborhoods such as Kalihi, Nuuanu, Kaimuki, and Moiliili-McCully suffer heavily from inbound and outbound traffic congestion. In addition to the noise, dust, and fumes from the freeways and highways, neighborhood streets are also burdened by commuters who are transiting between work and home. As a result, there is a grave concern for the health and safety of the neighborhood residents. The legislature further finds that traffic calming measures such as trees, landscaping, barriers, speed monitoring devices, additional signs, flood lights, roundabouts, and illuminated pedestrian crossings are needed.

SECTION 2. The department of transportation shall conduct a study to examine neighborhoods and other areas on Oahu that can benefit from traffic calming measures for the protection of pedestrians and drivers. The study shall also examine the proposed costs of such measures. The study, including recommendations, shall be submitted to the legislature at least twenty days prior to the convening of the Regular Session of 2003.

SECTION 3. This Act shall take effect on July 1, 2002.
