A BILL FOR AN ACT

 

RELATING TO SCHOOL WORK FORCE ENTRY PROGRAM.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. In light of the adversity of these economic times, students of Keaau middle school, Keaau high school, and Waiakea high school are aware of the need for economic diversity and job opportunities. Participants in the legislative experience program unanimously decided that this top priority afforded the need to create a workforce development pilot program within the department of education. This program would work with already established programs and provide resources for all students, to utilize federal and state funding to enable Big Island students to be better prepared to enter the competitive job market facing Hawaii today.

SECTION 2. The Hawaii Revised Statutes is amended by adding a new section to be appropriately designated and to read as follows:

"§302A- School workforce entry program. (a) There is established within the department of education a school workforce entry program.

(b) The school workforce entry program shall provide for the continued delivery of integrated services directed at assisting high school and middle school students with job market preparation, job placement, internships in the public and private sectors, and other forms of employment assistance to enhance employment opportunities for students.

(c) The department shall integrate school-to-work and other school-employment transition programs with the school workforce entry program to provide a unified delivery of services and opportunities for students.

(d) The department shall report to the legislature twenty days prior to the convening of the regular session of 2003 on its findings, recommendations, and progress with respect to the school workforce entry program.

(e) The department may adopt rules pursuant to chapter 91 to effectuate this section."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2002-2003, to fund the school workforce entry program in the department of education.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. New statutory material is underscored.

SECTION 6. This Act shall take effect upon its approval and shall be repealed on December 31, 2004.
