A BILL FOR AN ACT
RELATING TO SOCIAL WELFARE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. There is appropriated out of the emergency budget and reserve fund the sum of $2,000,000, or so much thereof as may be necessary for fiscal year 2002-2003, to fund grants-in-aid for the purpose of extending the benefits under Act 1, Third Special Session Laws of Hawaii 2001, to provide workers who have lost their jobs since September 11 with assistance with rent, mortgage, utility, and other expenses; provided that no grant-in-aid shall exceed $200,000.
SECTION 2. The sum appropriated shall be expended by the housing and community development corporation of Hawaii for the purposes of this Act; provided that the sum appropriated shall not be expended for any administrative purposes.
SECTION 3. The expenditure of funds appropriated in this Act shall be subject to financial audits by the office of the auditor.
SECTION 4. The housing and community development corporation of Hawaii shall submit a detailed expenditure report of the funds appropriated under this Act to the legislature no later than twenty days before the convening of the Regular Session of 2003.
SECTION 5. This Act shall take effect on July 1, 2002.
