A BILL FOR AN ACT

 

RELATING TO Before-school, After-school, and Weekend PROGRAMS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that millions of children are on their own in the morning and afternoon before and after the school bell rings. Nationally, nearly two-thirds of school-age children are in homes with working parents, yet very few communities have a comprehensive system of before- and after-school care for children. As a result, children are on their own in the afternoon and early evening hours, and statistics clearly show that rates of juvenile crime, drug use, and experimentation with tobacco, alcohol, and sex increase during this period when many children and youths are unsupervised.

The legislature further finds that there is widespread agreement about the importance of establishing safe, structured learning environments for children and youths during out-of-school hours.

The purpose of this Act is to appropriate funds for before-school, after-school, and weekend programs for children.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2002-2003 for before-school, after-school, and weekend programs for children.

The sum appropriated shall be expended by the office of youth services for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2002.
