SENATE CONCURRENT

RESOLUTION

 

requesting a state audit of the hawaii community development authority, aloha tower development corporation, and the Barber's Point Naval Air Station Redevelopment Commission in relationship to economic development.

 

WHEREAS, Barber's Point Naval Air Station was officially closed on July 1, 1999, and the Navy is in the process of conveying 2,150 acres of this property, which has been named the "Kalaeloa community development district" to various agencies of the State and City and County of Honolulu governments; and

WHEREAS, the redevelopment efforts currently undertaken on the waterfront are being conducted by two entities: the Hawaii Community Development Authority and the Aloha Tower Development Corporation; and

WHEREAS, these waterfront lands, together with the Barber's Point lands, present unique opportunities for economic development and job creation for the area; and

WHEREAS, a bill proposed by the Administration which proposes to transfer the responsibility for Barber's Point redevelopment and the Aloha Tower development corporation is being considered by the Legislature; and

WHEREAS, before the transfer of the responsibility for redeveloping this property from the Barber's Point Naval Air Station Redevelopment Commission and the Aloha Tower Development Corporation to the Hawaii Community Development Authority to enhance the prospects for success, an audit of all three agencies is appropriate and is in the best interests of the immediate community; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, the Auditor is requested to audit the Hawaii Community Development Authority, the Aloha Tower Development Corporation, and the Barber's Point Naval Air Station Redevelopment Commission in relationship to economic development; and

BE IT FURTHER RESOLVED that the audit shall include a listing of the various redevelopment activities in each community proposed by government, individuals, and associations; and

BE IT FURTHER RESOLVED that the audit shall include review of the City and County of Honolulu's desire and proposal for Kakaako jurisdiction to be returned to the City and County; and

BE IT FURTHER RESOLVED that the audit shall include analysis of whether the Hawaii Community Development Authority's redevelopment of infrastructure is in accordance with the City and County of Honolulu's standards; and

BE IT FURTHER RESOLVED that the audit shall include analysis of the Hawaii Community Development Authority's bylaws; and

BE IT FURTHER RESOLVED that the Auditor submit findings and recommendations to the legislature twenty days before the regular session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, the Hawaii Community Development Authority, Aloha Tower Development Corporation, Barber's Point Naval Air Station Redevelopment Commission, the Department of Transportation, and the City and County of Honolulu.
