Description: Requires transfer of all vacancies as of 6/30/99 to pools where 1/2 are to be abolished and funds lapse to general fund; remaining positions to be reallocated by governor or chief justice with funds to be used for reallocated positions. Prohibits creation of new exempt positions. Applies to vacancies after 6/30/99.
